              My question is:what are the important basic guidelines to get affiliation of a university or an institute?

Answer
If I understand, this will vary per university. Harvard would not consider this, and some universities do have a franchise program. You might try the Appollo Group or Phoenix University, since they have an easy way to affliate with other schools outside the USA.
