I want to buy a PDF program.  The report I want to convert to PDF has text and about 20 high resolution pictures in it.  It's about 15 pages long.  What program would you recommend for this size report?

You don't need to buy anything if you just want to convert a report to PDF. There are several free PDF writers out there. I would recommend CutePDF.

You need a commercial PDF writer only if you need to use other features of PDFs. If you want one, I would recommend PDF Converter from Nuance or the full Acrobat software from Adobe.
