I would like to know whether individual personal computer owners are permitted-under the law-to buy and use business software used by companies,organizations,etc? For instance, could I make use of bookkeeping software on my PC?

Answer
Why wouldn't you be able to? You can use any software on your system that you legally purchase. If you want to buy bookkeeping software there are many options ranging from large scale enterprise software like PeopleSoft and SAP to small business software like QuickBooks.

I don't understand why you would think there would be a legal impediment to using such software.
