Question
What is Developmental English is it kind of like English Composition?

Answer
The phrase is a new one to me, but it has been a long time since I actually did any teaching. I did a Google search on the phrase and quickly scanned several sites. It appears to be a curriculum designed to build reading and comprehension skills that are needed for academic success. I could cut and paste some site addresses for you, but if you do the same Google search I did (Developmental English) you should get the same sites I get. I'd suggest looking at several of them for more detailed information.
