Question
I am looking for the best English word to express "influential but not dominant"
(Can be "foreign" word as long as it's within English)

Where did you look? Have you tried some on the online dictionaries or thesauruses?
Try cogent or cogence. Others would be influential, authoritative, weighty, consequential. Penultimate resource. Valued, rated highly, weighty, distinguished, helpful.
I don't know what this adjective will modify, so I am not sure of the best word.
