Well, if the care you put into addressing your question to me is any indication, you need quite a lot of help. To assist you with this, I would need a great deal more information about you. What is your experience in recruiting, for example? In what industries have you worked? Recruiters tend to specialize in specific industries of which they have pretty intimate knowledge. You have given no indication of any such knowledge of an industry or, indeed, that you much understand how recruiters work and get business. A letter is not likely to do the trick alone.
