I'm preparing a proposal which requires both milestones and benchmarks... If
the project is a writing chapters in a book, how would you define each of these?

A benchmark is a standard by which other "things" are measured.

A milestone is a point where we can say something is done.

Your proposal should include some comparison to other similar or identical projects, a benchmark. It should also include dates by which portions of the work will be completed, milestones.

I don't know of any benchmarking studies on writing books. The person's writing style and the type of book would make a big difference regarding which benchmark is chosen. Some people outline a book then fill in the chapters while others write the book and then edit it.

The approach to writing would also determine the milestones. If the writer is a free writer, getting the first draft would be milestone. If the person is an analytical writer, getting the outline done would be a milestone.

You need to give some thought and put some research into how the author intends to write the book before you can set these standards.
