should non permitted work in a home that is sold be disclosed?

Answer
Absolutely yes.  I would say, though, within reason.  If you have a handyman come install a toilet for you or replace a door it's no big deal.  Major construction or remodels, garage conversions, anything that could potentially be a safety hazard should be disclosed.  If there is a problem later the Buyer could hold you responsible.

Also, if the non-permitted work is reported to the City the Seller can be held responsible if he didn't disclose.  This would mostly relate to garage conversions, water heaters, plumbing, electrical, the big ticket items.
