Buying or Selling a Home/Mobile Home Title

Question
*California.
*No escrow.
*Paid in full.
*Renting space it was in in mobile home park.
*Mobile was owned (supposedly) by the owner of the park.  The park manager acted as agent.
*Purchase was September 22, 2004.  Moved in September 26, 2004 (when the manager said I'd get the title and other paperwork).  Manager has been avoiding me ever since. (yes, I have been paying rent on the space and did sign a rental agreement.)

Question -
How long after I purchase a used mobile home ("in-park resale") from a private party (park owner through the manager) should I be given the title papers?  Is there a legal time limit?  I need to know as much info on this as possible because I think I'm getting screwed.

This is a state controlled part of the transaction, and I will need some more info from you.

What state is this in?  Did the purchase go through escrow?
Was there any financing involved?  Did you purchase the land also?

Hi Candy,

OK...all transactions of this nature go through Sacramento.
HCD (Housing and Comm. Development)does the registration and titling. You should have received the registration by now, however titles can take MUCH longer!  Escrow is a must for this very reason...then you have a paper trail.

Phone #'s for HCD are 916 323 9801, 800 952 8356...there is also a website...believe it is www.hcd.gov.ca.

Suggest you follow up through them, unless you HAVE gotten the reg, then it's just the beaurocracy.
