What are the steps of renting a house through section 8 in texas?

Answer
Section 8 is run by HUD. You contact them via phone or internet and see what houses there are available for you if you are a tenant, or what tenants there are for your house if you own one as a rental. HUD requires certain income rules for tenants and what percentage of your income you can afford and they will pay the rest.

For the landlord, HUD makes sure the property is in good condition and when the tenant ultimately moves out, HUD makes sure the property is in the same condition as when the tenant moved in. I wish you well.
