i heard that ebay offers one cent listing fees every month....is this true...and if it is, when do they offer these one cent listing fees

if they dont have one cent listing fees then are there days when they have discounted listing fees?

As far as I know, Ebay does not have a set date for any special listing fees.  

Sporatically, they will offer 1 cent listings, free Gallery and even FREE listing days, but there is NEVER any advance notice beyond 24 hours.  24 hours before the special listing day, it will be announced on the Announcements Board (you can get there from the Site Map.)  You can book mark the Announcements board and go there regularly to check on any new happenings as well as special listing days.
