Buying a computer system/Processor speed

Question
I have an inspiron 1521 amd x2. each time i log on i notice difference in the speed. when i go to control panel and system, the processor speed changes. It cannot be changed in the bios. How can I prevent this and have it run at the maximum.

Personally I wouldn't disable this feature, it's called Cool'N'Quiet, and it serves to enhance battery life, and prevent the system from overheating. Disabling it can drastically impact system stability, and reduce battery life, especially if you aren't doing much with the system on a regular basis (it runs as fast as it needs to, basically).
