Buying a computer system/looking for new desktop PC for casual gamer

Question
As the title says, I'm looking for new desktop PC. I'm a casual gamer, I like to multi-task which leads me to having numerous programs running at once, and I'd like a machine that's good with handling video editing programs.
That said, here are my questions...

right now I'm looking at:

- Intel® Core™ 2 Quad processor Q6600 (8MB L2, 2.4MHz, 1333FSB)

4GB Dual Channel DDR2 SDRAM at 667MHz- 2DIMMs
or
4GB Dual Channel DDR2 SDRAM at 800MHz- 2DIMMs

both are the same price, but I'm assuming 800MHz is better right?

My biggest concern is the Graphics Card,

Radeon HD 2400 Pro Graphics Media Card

I've researched a bit online and it's looks to be a very weak card.

would I be better off going with the stock card (Integrated Intel Graphics Media Accelerator 3100) and buying a better graphics card on my own?

and if I do get a more powerful card is the PC capable of the supporting the more powerful card? say for example the  nVidia® GeForce® 8800

I would go with the 800mhz RAM, personally, either will be suitable though. As far as the graphics, yes, the HD 2400 is nothing special, so upgrading later might be a better choice, however for a casual gamer, something like the 8600GT or 9500GT might be a better option, depending on which games you're playing and what size of monitor you have.
