Buying a computer system/dell support

Question
I bought a Dell with 4 yr tech support. It hasn't been right since day 1.I don't know much about puters. I can't understand the foreign techs so the support is worthless to me. Should I pay to have it fixed privately or do I have other options? Thanx!

I would need to know more about the issue you're having in order to provide technical support, if you can give me a more detailed synoposis of the issue, for example what symptoms the system is experiencing, hardware specifications, and any changes or actions you've taken towards resolution of the issue, or changes which preceeded the instantiation of the issue.
