Buying a computer system/pc suggestions building

Question
Is parallel or series power more important, powerful, when having to choose between dual processors (2 cpu's) or 1 cpu?  Also which cooling method which you suggest to use in building a custom pc w/ alot of power, needing more than just traditonal fans?  Also do you know if you install the heat sink back into  a water cooler?

If you could clarify your questions and provide some more background to your question, that would be helpful.

Regarding "parallel or series" - I'm not sure what you're asking - are you trying to ask if a multi-core processor is better than a single-core processor, or if a multi-socket (multiple physical processors) is better than a single-socket solution?

As far as the cooling - there exists no conventional hardware that requires anything beyond standard air cooling, however not all heatsinks are created equally, some perform better than others based on design. As far as a heatsink with watercooling, some waterblocks also feature a heatsink and fan, however conventionally speaking you're going to rely on a radiator over a heatsink - again this is not required for any conventional hardware solution and is generally a specialized option for enthusiasts.
