How can I take voice or speech input from a microphone in C or C++?

No, C and C++ contain no expressions, functions, or statements that support the recognition of voice spoken into a microphone.

Some extension libraries (such as the Microsoft Speech SDK for Microsoft Windows Visual C++) that come with compilers support this functionality. This depends on which compiler you use.
