Turbo C++ 3.0 provides a complete documentation for functions available in C and C++ .Thing you have to do is just a open the help menu from the IDE and Select the CONTENTS option select HEADER FILES there you will find a list of header files available in C within that you can find all the function available in that with complete description with an example program too !!
