First tell me what is "Pascals Triangle"?
And do you know the mathematics behind this concept.
Without that, you cannot write a program for that.
If you already know the concept, then write it down in plain english.
Then convert it into "step by step" algorithm.
Once this is done, then it is very easy to write the program.
