ANSWER: Som, just about all mainstream cad platform can accomplish this. All you need a hi-resolution image of the coin & import this image in Autocad or Solidworks. Find actual/physical diameter of coin at highest precision using a micrometer. Use this number to 'rescale' imported image (diameter) in mm. In Autocad, precision can be measured up to 0.00000001 mm.
In theory, by just referencing the coins diameter precisely as posible, you should be able to interpolate any other dimensions (images/alphabets) inscribed on the coin by using simple distance queries in the software.

Answer Som, what CAD platform are you planning on using? Basically, this is what were doing:
*gather some physical data of coin as precisely as possible
*you need a scanned image of the coin
*import the image in CAD
*resize image based on data collected (using diameter or any reference points you can physically/visually dimension using a caliper). This is the most important part of the process.
Once image is resized, you can use any of inquiry tools in CAD to find your distances by picking points of the alphabet or images.
