Can I paint something decorative on an oil based stained wooden porch swing?
If so, what kind of paint should I use?

You absolutely can paint on stained wood.
Oil based paint is available at most craft stores in tubes so there is no need to buy your oil paint in huge quantities.
Sounds like a great project...Hmmmmmm...you've got me thinking LOL.
