Cabinets, Furniture, Woodworks/Bubbled paper veneer

Question
I got a headboard which I knew was Sauder type. It was raining when we picked it up, and I didn't wipe up immediately, not realizing it would bubble up. I've heard of ironing veneer, but not the type made of paper, which we can tell is a paper veneer.  I also wish to change the color.  Any ideas on how I can lessen the bubbles, and what I should do to paint it an off-white? Hoping you can help me.

Answer
You may not be able to save this one. When you get bubbles like that on solid wood its still worth saving and trying to sand. When you get bubbles on a thin veneer they will try to iron it, or replace the whole strip of veneer. But it sounds like you've got a fake veneer? Which you may just want to sand down completely if you plan to paint.
