Question
I have a very old enamel top table that I would like to turn into a writing desk.  How can I paint the top black (it is white now) so it looks nice.  I also don't want it to look shiny. What should I use and how should I do it?

Nice to hear from you.
First you will have to deglaze the surface so the new paint will stick.
And yes I know its enamel but it will deglaze quite well with sandpaper (been there).
Use 120 grit paper and sand well. The better you do this step the better your final result.
It wasn't so very long ago that I would have suggessted using an oil based paint to do this job but I would now use an acrylic latex paint.
If you can, look for the paint in an egg shell finish.
I honestly cannot say for sure that they make black in an egg shell finish but inquire.
If not, use a flat black paint and then a coat of matte water based poly over that.
You can get the matte finish water based poly in craft stores if your local paint store does not carry it.
It comes in 8 oz. bottles at craft stores and one bottle will do your top nicely with left overs.
