Question
Can you convert an indoor teak table and chairs to outdoor patio furniture? If so how would you go about refinishing?

Nice to hear from you.
If I was going to use an indoor table and chairs outdoors I would want a finish like Spar oil based varnish on it.
Even then I would only use the table and chairs outdoors if I had a sun and rain canopy over it and store it indoors off season.
To apply the Spar varnish I would chemically strip all the existing finish and apply two coats of spar.
Barring a full stripping, and if the teak currently has an oil finish (which it likely does), I would sand well and apply the varnish.
