Question
I forgot to mention that the window seat height without a pad is 17.5 inches.  I'm concerned that if I add a 3" or 4" pad, the seat will be too high whereas a 2" pad may look cheap and not be as comfortable.

Answer
Hi Anita,  you are right on both counts,  3 inch is the size I recommend,  make certain the foam is firm so the kids don't sink down into the foam,  and they will most likely appreciate the extra height - a 3" foam pad should be fine.  Sorry if my answer is short I am on a guest computer on vacation in Amsterdam Holland.
