Hi Mr Swallow: Here is my question as follows:

Question:  Should I attempt to clean a balustrade in a clothing store that has had part of its paint/finish rubbed off with any degreaser/water solution?

Answer
I don't see a problem with any degreaser with water.   Lacquer tends to wear off over time and simply needs to be cleaned and, ultimately, refinished.  I've used a mild carpet cleaner detergent before and it worked well.  Most finishes are pretty hearty and can stand up to any kind of washing.
