How can I tighten the arms of this chair?  I can see the on the underside of the chair-looks like they were pounded through the seat. They are wobbly but not loose enough to pull from the seat.  Thank you

Nice to hear from you.
This type of chair is always a problem.
If you own a drill, turn the chair over, drill a small hole in the center of the round chair arm support you see there (you mention it in your question).
Drill about 1 inch into the wood.
Then get a screw thats a size bigger than the drill you used, and about 1 1/2 inches long and screw it into the hole. This will tighten the join area. It would be a bonus if you could work some wood glue around the arm but not likely.
If you are not familiar with drill bits and screws, go to the hardware store. Ask for a # 8 screw and a drill for a # 6 screw.
Get back  if need be.
