Question
Am I able to mix water base primer with oil base paint on my kitchen cupboard door.

Answer
The standard rule is water with water and oil with oil.  However there are certain times when for whatever reason, someone will seek to mix the two.  Unfortunately for you, oil paints will not adhere correctly atop a water primer. what you will need to do is to rough up the primer by sanding and then apply a oil primer and then oil paint.  Or, the easier way would to just apply water-based paint over the primer.  However,  oil primer and paints are much superior to water based.  Thanks.
