Question
I have an antique dresser that my dad painted when my daughter was born
(almost 7 years ago!).  It had old stain on it when we bought it, and I wanted
it painted a gloss white.  I'm not sure what he used on it, but the dresser has
always had a "tacky" feel to it, as if the paint wasn't properly adhered to the
surface.  I'd like to repaint it, but I think it probably needs to be stripped first.  
How can I avoid the tacky paint problem?  What steps should I take to make
sure the paint sticks this time?

Nice to hear from you
I cannot think that this paint has not adhered to the underlying surface. It would have long since come off.
I suspect the high gloss paint is the culprit.
Possibly just a poor grade paint that will forever feel sticky.
Before stripping which will be a huge job, why not try a test area with a coat of good quality paint.
I would sand then prime first of course.
Does not need to be a big test area, but maybe in the area that is very sticky.
