Question
We are completing our own basement and would like to know, do you remove the contractors 2x4 stair steps or can you put boards on top for carpeting?  Thank You

2X4 stair steps sounds like a rough framing.  I would do either of these steps, removing the 2x4's and laying down a 1-1/4" plywood, or overlaying the existing, as long as you can maintain a consistent rise throughout the stair, with not more than a 3/8" variance. In other words, after removing and replacing, or overlaying, as long as each rise is equal from start to finish with no more than a 3/8" difference.  Let me know if that has answered your question.  Thank you!
