Cactus/Cactus having a whitess haze and black areas

Question
I have very tall cactus plants and have been watering them with Poland Spring water using a cactus 7 drop fertilizing agent.  I find that the cactus developed a white haze and in some parts are black and brown.  Rotting?  Can I save the green parts and how to replant?

Dear Phyllis,

You may be able to save the non rotted parts of your plants. However, before I can give you any specifics, I need to know whether or not it is a Euphorbia or a cactus. Can you send me a picture of the plant? If so, please email to gregandkat@msn.com.
