Greg,
One of my Mexican Fence Post looks like it has been dusted with pencil shavings.  It has spread to my other potted Mexican Fence Post and has slowed it's growth.  The spots rub off rather easily.  Any suggestions to save my cacti?

That sounds like it could be scale insect. It is a sucking insect that can damage your cacti. Check out this website for identification as well as control methods:
