Cactus/Pachypodium (palm tree catus)

Question
The wife has had this plant for approx. 35 yrs and now it is over 8 feet tall and the base measures approx 18 to 20 inches around.  The top had three large sections,each with long leaves.  Can we cut off these three section and keep them alive as well as the base? How to cut root etc.?

I have had no luck propagating Pachypodium's by cutting, probably just a case bad timing. However, the link below has some really good advice. Good luck.
