Question
are jade plants a cactus

Answer
Thomas,

No, they are succulents. Here is an old saying, "all cacti are succulents, but not all succulents are cacti". Succulents are plants that have the ability to store water. With the exception of one species, all cacti are native to North & South America only. Jade plants are native to Africa.

Hope this helps,
