Question
I have a an ocotillo that was planted in June and a few of it's arms have fallen. Does this mean it is dead?

Answer
Karen,

Maybe. Check the remaining branches for a green patch just above each spine. If it is totally brown or gray, it is dead. If there are still green areas, them it still may have a chance. The trick with ocotillo's is that you need to water them by spraying them off with the hose.

Do not water the roots (any water that drips to the ground from the plant will be sufficient).  If you have been watering the roots, stop just in case it hasn't rotted yet. Hope this helps.

Sincerely,

Greg
