Yes well my cadillac catera (97) did the same thing...only half of them worked then they went out as well.  As for the rear lights...one of the bulbs was blown out..I had to look REAL close because there wasnt a distinct immediate difference between the good bulb and the blown bulb...so I replaced the bulb and the rear brakes worked.  So I do not know if the blown bulb has an effect on all of the lights but the brake lights worked after replacing the bulbs.  But as of the long strip on the bumber you would have to go to a cadillac dealership to get that strip light replaced. And REALLY make sure that the new bulb is touching down in it's placement all the way. I had to bend the frame downward that holds the bulb in because it was popping out on its own. So bend the metal holding placement down a little bit so when you press down to lock your bulb in place it doesnt pop up.
