Question
The car is hard to start after it sits for awhile. then I have to turn the key on and off 3 or 4 times then it will start then you can smell raw fuel out of the tail pipes. I've changed the plugs and fuel filter.also when I'm driving down the road it sputters. no check engine light.

When you know the engine is going to be hard to start, Check for spark to one of the spark plugs by disconnecting one of the spark plug wires and holding it within 1/2' or closer to any metal surface and see if the spark jumps from the wire to the metal object as you try and start the engine. The spark should be a bluish color and NOT a weak orange color. let me know.
