Question
1990 Cadillac Sedan Deville. Cannot get the emergency parking brake to release. Do not have an owner's manual. Is there a manual release? Seems like I stumbled on it once before, but it is dark outside.

Answer
Just under the bottom lip of the dash all the way towards the drivers door you will need to remove a screw which loosens the plastic black panel that hides all the wires from falling down from under the dash and you will see a little black release lever that you pull towards you to manually release the emergency brake.

You need to fix the vacuum system that automatically releases the emergency brake.

If you are mechanicaly inclined or know of someone who is,  a simple  Test procedure and picture locations of the components within the system that is causing you problems of which can't be done on this website which only allows one picture.
