QUESTION: what would be the problem if the heat didnt work in a 1999 Deville?

ANSWER: depends on WHERE the heat is not working. Is is not working on BOTH sides of the car or only one side. Do you get heat from the defrosters ?.

Are you sure that the radiator and plastic overflow jug are full ?.

With the engine at normal operating temperature, is one heater hose going thru the firewall to the heater core HOTTER than the other ?. Be CAREFUL the hoses are HOT.

QUESTION: the heat don't work on both sides of the car. Don't get heat from defroster nor does it blow out cold air...

Is what your saying is that no matter where you set your climate control panels on HEAT or A/C you are NOT getting any air from any of the vents which would mean that your blower motor is not running to force air thru the vents.

If you are mechanicaly inclined or know of someone who is, You will need a DIGITAL MULTIMETER, Simple electrical schematics, Test procedures and picture locations of the components within the system that is causing you problems of which can't be done on this website which only allows one picture.
