Question
QUESTION: replaced heater valve but heat still pours through vents. Checked vacuum line and no pressure to valve. Is the vacuum line connected to heater or is there a switch that operates vacuum line pressure? vehicle is 1983 El Dorado 4.1L engine.

ANSWER: When there IS vacuum at the heater valve vacuum hose the valve is CLOSED and no water gets to the heater core.

When there is NO vacuum at the heater valve vacuum hose the valve is OPEN and hot water gets to the heater core.

 Since the above is TRUE and you have the same results, Then your problem is with the A/C-Heater PROGRAMMER which will need to be replaced and calibrated.

QUESTION: Is the Programer a module or a mechanical device? (ie.,like a valve as opposed to ECU type device)I do have some mechanical ability,but not too much for more complicated electrical sysems.

The vacuum to the water valve is controlled by the PROGRAMMER MODULE.
