This is because you are using the ignition key that came with the used steering column you installed.

What you need to do is:

1. Take your old key and the key from the old steering column into a locksmith and tell him EXACTLY what you just told me and he will cut you a new key. Make sure you take in your old key and the key that came with the used steering column with you.
