Question
My 99 Deville will blow cold air when heat is called for at Operating temp. I viewed accuators during operation they seem to operate ( move left and right). Service manual say's the ECCM controls the accuators, so I disconnect the acctuators and moved them in position to blow heat, it works fine. No trouble codes show on scanner. Q do I replace the ECCM first if so New/used ?? Accuators work but seemingly don't do what they are told.

Answer
what you need to do is test the voltage output from the ECM to each actuator to see if the problem is the ECM and or the actuators.
