Cadillac Repair - 1990 Cadillac DeVille wont start

Expert: autohelp - 6/23/2009

Question
I cannot get my car to start.  Originally it would not start then say wait 3 min and try again.  I pulled fuses and reset them and it would start.  Now it says, vehicle teft system?  wait 3 min and try again, but no joy again after waiting.  However, after it had sit in street for a couple months and i was required to move it,  the battery had drained and I had to jump it off.  It started then.  However after it was turned off when I parked it, I tried to start it and got the same theft system wont start deal.

Also, I have tried to replace my trunk pull down motor and it doesnt appear to be getting any juice or I wired it wrong.  I lined up the wires as they were on the original, but it doesn't want to do anything.

Any help on these problems would be appreciated.

Thanks

Answer
Your NO START is a communications problem fault withe either the:

ignition key.
ignition lock cylinder.
pass-key module.
starter relay.
related wiring.

What you need is numerous pictures and directions on how to perform simple test procedures on the system.
