1994 cadillac fleetwood brougham hard starting will only crank until i push the gas pedal all the way down to the floor then it will start but runs rough for a min or two and then it is ok  but has a smell

Answer
Try this test:

1. remove the gas cap and have someone listen at the gas cap opening.

2. You turn on the ignition switch only to the ON position, Do NOT try and start the engine.

3. As soon as you turn the ignition to the ON position the person listening at the gas cap opening should hear the electric fuel pump in the gas tank make a buzzing sound for only 2 seconds and then it will stop.
