Answer
P0741 = Torque converter clutch solenoid inoperative.

P1860 = Torque converter is being overstressed due to the above code.

YES, This is going to be a very expensive repair as the transmission has to be removed from the vehicle and the TCC solenoid replaced as well as the torque converter.
