Answer
Is the cooling fans working when the engine gts to normal operating temperature of 220 to 230 degrees ?.

If they ARE working , Then what you have as well as everyone else with this engine is blown head gaskets which is caused by the steel head bolts stripping out the aluminum threads in the engine block.

You will need to drill out all the head bolt holes in the engine and install steel heli-coils and larger steel head bolts as well as new head gaskets.
