Question
I am working on an 1995 deville concourse. The battery-new and fully charged would drain dead while sitting. I checked to see if anything was on like trunk light, etc. So I took my ohm meter and test for cont. from each of the two positive battery cable and found 970 ohms of resistance through the one to the starter. Is the starter also the voltage regulater or is something going on with the starter?

Answer
This is NOT the correct way to resolve your problem.

What you need to do is put an AMP METER on the negative battery cable and see how many AMPS the vehicles electrical system is drawing out of the battery with everything turned OFF.

Maximum amperage draw is 1/2 amp.
