QUESTION: we have a 94 deville concors and the turn signals do not work the 4 way flasher still work.  we were told to replace the round flasher under the dash.  Cannot find it, where exactly is this part and do we need to remove more than the sound panel?

QUESTION: Not dual purpose.  The 4 way is fine. Purchased a flasher  We just need to locate the turn signal flasher under the dash and replace it.  We are having a heck of a time locating it under the dash.Can you tell me where it is and how to get to it?

Generally, the turn signal flasher is located under the driver's side dash, at or around the left to the steering column. It will be located in a tin spring steel bracket (that is so the clicking sound will travel). I am just trying to explain where to be looking.
Remove what is called the hush panel (big piece of black plastic covering the bottom of the dash). Usually three or four 9/32 (7 mm) head. Should be 2 wing nuts on studs or other design is 10 mm head bolts at fire wall. Sounds complicated, but real simple and when you look at this panel, its self explanatory.
Looking upward left of the steering column, kind of feel around the back side of the dash as if you were looking through dash towards seats. Flasher should be mounted in tin bracket and will pull right out. The mounting design is to transfer the clicking sound. I have however seen the 2 wire flasher harness taped to other harnesses.
Its not going to be all that hard to locate. Very easy to change. It has 2 wires with a plastic connector that the blades of the flasher plug into. The connector is unique in which one side is vertical and the other being horizontal. The two wire harness is separate from being integrated with any other wiring harnesses.
Once you know what to look for as I have explained, you should find quickly. Under the dash, just look along either to the left of the steering column or on the back side of the dash.

The original reason for me asking if the flasher was dual purpose is because I don't know what year both Ford and GM started pulling this crap. Always was like your design and depending on year make and model, they went to one flasher module.

Alarm system questions cannot be answered on this forum. These systems are not what I can answer. Without being physically at the vehicle and not knowing what kind of electrical service has been done on the vehicle, there is no possible way to give an accurate answer over the internet. My expertise is in Ignition/key based anti-theft systems. These issues include GM VATS (resistor chip in key blade) PASSLOCK (MRD)-ignition lock rotation based, no special ignition key and the PKIII Transponder (computer chip in key) systems. These systems are not alarm based and are integral with the starting of the engine. This is why I cannot diagnose alarm problems without physically looking at the vehicle: Alarm systems are a completely different annimal than ignition key/lock based anti-theft system. Many alarm questions come from vehicles 10 years old, and since older, many hands that had been involved over the years.I am an expert in all GM factory (ignition/key based)systems. Alarm system questions pose to many situations beyond my knowledge as to what has been done to the vehicle over the years. Some guy may have actually wired the stereo into the alarm system. Who knows? Over my past 30 years in vehicle wiring repair, I have seen unbelievable wiring disaters done by guys that consider themselves "mechanics." I have seen stereos and alarms intalled using surgical tape. I have seen modules burn up, un-fused circuits, wiring jambed between the doors and even lamp cord used for a starter kill. To answer alarm questions over the internet without examining the vehicle is like asking; What does it take to remove a dent?
