Hello Mr. Scotto,
I just wonder that if there was a circle without center?
Say, not in Euclidean Geometry, but may be certain, rather say
a particular case in Riemannian geometry, can there e any case
like this?"

Answer
I'm not sure about that.

I believe the only way to define a circle is the set of all point that are equidistant from the center of the circle.  

So to define a circle comes from where the center is.

Unless you know of a different way to define a circle ...

If there is one, let me know.

I aquired well over 40 hours of upper division courses. This was well over the number that were required. I graduated with honors in both my BS and MS degree from Oregon State University. I was allowed to jump into a few junior level courses my sophomore year.

Awards and Honors
I have been nominated as the expert of the month several times. All of my scores right now are at least a 9.8 average (out of 10).
