√(mx+b) - 3      [ √(mx+b) - 3 ] [ √(mx+b) + 3 ]
------------  =  ---------------------------------------- =
   x                    x[ √(mx+b) + 3 ]

   mx+b-9              mx                        b-9
----------------  =  ------------------    +    --------------
x[ √(mx+b) + 3 ]     x[ √(mx+b) + 3 ]         x[ √(mx+b) + 3 ]

1st of all b must be equal 9 , thus the second term will be zero.
hence,



Lim       mx                        m
x->0    -----------------   =  ---------------
        x[ √(mx+b) + 3 ]         √b + 3

We are interested in the case where the limit converge to 1 . Thus,

 m
------- = 1
√b + 3

m
------- = 1
√9 + 3


Hence, m=6 .

So the answer will be : m=6,b=9 .
