I think it's a reflection in the y-axis, 7 units downward, and a horizontal shrink of 2.

Compared to  y = x^3, most of that is ok, but I would say:

1.  x -->  3x   means a horizontal 'shrink'.

2  3x --> -3x   reflects. (OK)

3.  ()^3   --> 2()^3  means a vertical stretch.

4.  ....  --> .... - 7  meand down 7 units.
